Dame Muffy Calder reappointed as Chair of IPCO’s Technology Advisory Panel
Dame Muffy Calder has been reappointed as Chair of the Investigatory Powers Commissioner’s Office (IPCO) Technology Advisory Panel (TAP) for a further two years.
The TAP provides independent, expert advice to the Investigatory Powers Commissioner and Judicial Commissioners on emerging technologies, helping ensure privacy safeguards remain central to IPCO’s oversight work.
Dame Muffy Calder said: “I’m grateful to Sir Brian Leveson (Investigatory Powers Commissioner) for reappointing me as Chair of the Technology Advisory Panel for a further two years.
“The Panel’s work continues to provide independent, expert advice to the IPC on emerging technologies, with privacy safeguards at the forefront. I look forward to continuing the TAP’s hard work through 2026 and beyond.
“I also want to record my thanks to Daryl Burns and Karen Danesi, who leave the TAP in 2026, for their excellent contributions to the TAP and expert advice to the IPC. Wishing them a very happy retirement.”

The Technology Advisory Panel (TAP) was set up under the Investigatory Powers Act 2016. Its purpose is to advise the Investigatory Powers Commissioner and Judicial Commissioners on the impact of changing technology and the development of techniques to use investigatory powers whilst minimising privacy interference. The TAP is not a decision-making body. Its advice cannot constrain any decision of the Judicial Commissioners. Establishing and maintaining the TAP is a responsibility of the Investigatory Powers Commissioner.
