January 2026 – Germany (Kensington Lecture)

Back to International Engagement

The Investigatory Powers Commissioner, Lord Leveson, travelled to Germany to deliver the Kensington Security Series Lecture, sharing UK experience with German counterparts as they seek to balance privacy and individual freedoms with public security.

He set out the three interlocking pillars of the modern UK oversight system: clear and detailed legislation defining the purpose, limits and conditions for the use of intelligence and investigative powers; robust, multi-layered oversight mechanisms — ministerial, parliamentary and judicial; and ethical, risk-based decision-making frameworks to support complex trade-offs.

The visit, hosted at the Berlin British Embassy as part of the #KensingtonSecuritySeries, marked a further step in strengthening the trust and partnership between the UK and Germany under the Kensington Agreement.
