IPCO’s response to juvenile CHIS

Following recent Parliamentary debates on the use of juveniles as Covert Human Intelligence Sources (CHIS), the Chair of the Joint Committee on Human Rights, Harriet Harman MP, wrote to Ben Wallace MP seeking clarification on a number of points. One of the Committee’s questions related to the request made of the Investigatory Powers Commissioner, Sir Adrian Fulford, to collect information on the number of juveniles who are used as CHIS.
